Arthur Rock is a character in Panty & Stocking with Garterbelt. He is the owner of the wealthy Rock Foundation and is the father of Brief. He was introduced in "Panty + Brief", and is voiced by Katsuji Mori in the Japanese dub and Jason Douglas in the English dub.
In "Panty + Brief", he hosted a classy party commemorating his corporation, and also took the opportunity to announce the set marriage between the mayor's daughter, Scanty, and his son, Briefers Rock. He seems proud and a bit controlling, for he arranged his son's marriage without his consent, most likely for the well being of his own corporation.
