Brief has had a lasting crush on Panty ever since he first laid eyes on her.[1] He has displayed perverted and stalkerish behavior towards her on numerous occasions; in addition to buying two pairs of Panty's panties[2][3], he has masturbated to her porno film[4] and her moans as she had sex with a man in a neighboring room[5], kept a collection of her boogers[6], cross-dressed in her clothing[5][3], owns an app which keeps track of her location at all times[5], and keeps tracks of everything that she says.[7]

Despite these instances, Brief's intentions with Panty aren't purely based on lust. He has never held grudges against her, even after enduring constant physical and verbal abuse from her, and is more than willing to help her in her various escapades, such as defeating antagonists, winning a game of Magic: The Angry Uncle[2], and singing.[7] He also saved Panty from dying at the hands of Scanty and Kneesocks by using his PKE Meter to form a cloud of smoke and obscure their vision.[8] While Panty is usually hard on Brief, she has shown gratitude for his kindness and has even offered to have sex with him several times.[9][8][7] After failing several times due to pain, she and Brief finally carry out the act as he was being used by Corset to open Hell's gate.[10]

On sporadic occasions, though, Brief has criticized Panty for differing reasons. He bluntly called her and Stocking "bitches" for their apathetic reactions to Garterbelt's (temporary) death[11] and was fed up with her persistent commands to do her laundry for her.[12] After Panty was revived into a much more chaste girl, Brief questioned his love for her for the first time, wondering if he only loved her when she was a sex-obsessed "bitch", though he eventually determines that he does love Panty no matter what.[13]

By the end of "Heaven Wars Episode 3 - Revenge of the Bitch", Brief confessed to her, and Panty reciprocated. After being taken from The King of Hell, the two are shown in the epilogue to have married and had a child called Junior after an unknown amount of time had passed.

Stocking[]

While Brief and Stocking don’t share a particularly close bond, their interactions are generally less hostile compared to Brief's dynamic with Panty.

As he is with everyone, Brief is kind towards Stocking, though in "High School Nudical", it is shown that Brief is so infatuated with Panty that he had forgot Stocking's name.

Brief's personal feelings towards Stocking are revealed in "Daten City President", during which Brief internally calls Stocking "cute" and "decently smart", but insults her personality.

As of the timeskip at the end of "Heaven Wars Episode 3 - Revenge of the Bitch", after Brief marries Panty, he becomes Stocking's brother-in-law.

Polyester and Polyurethane[]

In "Independence Dick", Brief, along with Garterbelt and Chuck, were initially skeptical of Polyester and Polyurethane's intentions. After the brothers played a song that Brief liked, Polyester claimed that all the hot people listen to it and high-fives Brief.

From there, Brief begins forming a bond with Polyester and Polyurethane, taking selfies with them and going skinny-dipping together. However, their friendship seemingly ends when Polyester and Polyurethane kill the Casino City Kaiju and tell him that they don't want to blend work life with personal life. Brief is saddened by their friendship coming to an end.

As of the timeskip at the end of "Heaven Wars Episode 3 - Revenge of the Bitch", after Brief marries Panty, he becomes the Poly Brothers' cousin-in-law.

Linière and Silk[]

When Brief first hears that Panty and Stocking were the daughters of the king and queen of Heaven, he includes wanting to impress him as his priority alongside wanting to confess to Panty at Lingerie Land.

Even after finding out about their parents actively partaking in scandals in broad daylight, he doesn't seem to mind and tries to find other ways to get into Heaven to save Linière and Silk alongside his friends after Ramie stages a coup-de-tat.

As of the timeskip at the end of "Heaven Wars Episode 3 - Revenge of the Bitch", after Brief marries Panty, he becomes their son-in-law.

Ramie[]

Ramie's distaste for non-angelic beings makes him look down on Brief for being a "mere mortal", however, the latter does take Ramie by surprise even after enduring several shots from Ramie's heavenly revolver, and standing his ground, insisting he'll make sure Ramie doesn't lay a finger on his friends.

As of the timeskip at the end of "Heaven Wars Episode 3 - Revenge of the Bitch", after Brief marries Panty, he becomes Ramie's nephew-in-law.

Junior[]

In the family photos displayed on the church counter, Brief loves Junior as much as he loves Panty, and worries about Panty teaching him vulgar gestures at a young age.

One time, when Junior was running and scraped his knee[14], Brief was the one to bandage it up.

When asked by Stocking what his and Bastard's reason for being born was, Junior says it was to help find his parents who "went out for cigarettes/to buy milk"; it is currently unknown for what reason Brief and Panty left their son at the care of Stocking, but their latest mission clue implies that his parents have decided to stop by Hell again since the first time they got abducted.

Arthur Rock[]

Brief is the sole heir of the CEO of the Rock Foundation, Arthur Rock. Though, not much is known about the extent of their relationship, it is shown that Arthur is heavily absent in Brief's personal life and, as a result, lets him do whatever he wishes with the family funds without question.

On top of being a predominantly absent father, Arthur doesn't seem to have any emotional attachment towards his son as he seemingly does not care about marrying him off to the supposed mayor's daughter to further the company's relations. Brief's comment on not wanting to be his puppet any longer also implies that Brief used to follow his father's requests obediently. Despite standing up to his father, the latter gives him a lukewarm response at best.

Brief sees Garterbelt as a mentor and possibly a father figure, due to his seemingly poor relationship with his actual father. Unlike Panty and Stocking, Brief shows a great deal of respect for Garterbelt, as evidenced by his reprimanding of the sisters for being unappreciative of Garterbelt's forthcoming meal in "Nothing to Room". He was also upset by Garterbelt's (temporary) death in "Bitch Girls: 2 Bitch".

In the first season, Brief was discomforted by Garterbelt's advances towards him and obviously did not share those feelings with Garterbelt. Garterbelt's sexual interest with Brief is mostly toned down in the second season.
