Mr. Woniawski is the owner of a perfume company. In the chapter, he invited Panty and Stocking (along with many others) to the release party of a new perfume. After squirting some of the perfume on Stocking, she and everyone else (besides Panty and her partner) falls into his trance, which is when he transformed into his ghost form, Fatty Skatole.
Garterbelt revealed to Panty that Mr. Woniawski hunts for women who hate how they smell and sprays them with his sweat. Panty then put the perfume bottle in Stocking's stockings and throws it at her, causing her to snap out of her and everyone else's trance. Afterward, she transformed her stockings into katanas and quickly sliced Fatty Skatole into pieces, killing him.
Garterbelt also told the sisters that the perfume contained skatole, the smell of human feces, hence his name. The reason why it smelled so good, though, was because Fatty Skatole diluted its concentration.
