The ghost is the cause of all of the censorship in the world of Hen Semi. Panty and Stocking defeat it rather quickly, causing almost everything to become uncensored again.

Its character design is based off of the Tokyo Metropolitan Government Building, where Shintaro Ishihara once ruled Japan. He wrote the rebellion novel, Season of the Sun, in 1955, but later grew to be a politician and advocated for the censorship of manga to protect children's development.
